A Historical approval of the first initiative to regulate the use of cannabis by adults and paves the way for legalization. The vote ended with a result of eleven votes in favor of the initiative and three against it. In this way, the First Commission of the High Chamber gives the approval to the law project “by means of which a framework of regulation and control of cannabis is established for adult use, with the purpose of protecting the Colombian population of the risks of public health and security.”
Could this mean an step to end drug trafficking?
With this, the Senate bill seeks the creation of an entire regulatory framework that would include the creation of the Colombian Institute for the Regulation of Cannabis, ICORECA. The legalization of cannabis would create jobs and would bring a lot of money into the state’s coffers, and even one of the authors of the initiative, the Senator of Colombia Humana, Gustavo Bolivar, said that “if the Government would allow the legalization of cannabis, I assure you that in five years we would be regulating cocaine and we would be ending with the business that has been transversal to all our violence of the last 30 or 40 years.”
